澳門特別行政區政府社會工作局於2005年發表《澳門特別行政區青年問題與服務發展藍圖研究》，其中一項重要建議，是在現存的青少年服務基礎上，成立｢青少年及家庭綜合服務中心｣。此中心在提供發展性活動和輔導服務的同時，亦在社區上擔當家庭支援的角色，好讓青少年在成長過程之中，能有足夠和合適的家庭支援，並得以健康發展。
氹仔新城近年不斷發展，新建的公共及私人樓宇陸續落成，對青少年及家庭服務的需求殷切。聖公會澳門社會服務處經公開招標後，有幸承辦位處氹仔、設計新穎、全澳首間｢青少年及家庭綜合服務中心｣。
秉承本會「個別關懷‧專業服務‧同行成長‧創意更新」的服務宗旨，為氹仔區居民提供一站式及多元化的社會服務，滿足他們的需要。透過不同手法，强化他們的個人能力及家庭功能、凝聚社會共識和力量、強化支援網絡和發展社會資本、鼓勵居民參與社區及培養的歸屬感，共同為氹仔區青少年及其家庭成員，共同建設健康、積極和關懷社區。
中心為氹仔區的兒童、青少年，他們的家庭及社區人士提供服務，服務對象亦包括於區內學校就讀學生及區內工作人士及：
1. 兒童(12歲以下)、青少年(13-17歲，包括在學、在職及待業)、青年(18-29歲)及他們的家庭成員；
2. 準婚人士、已婚夫婦、準父母及家長，幫助他們履行每個家庭發展階段的不同任務，以提高家庭的功能；
3. 氹仔區的社區人士
One of the important recommendations in the “Blueprint for the Development of Youth Issues and Services in the Macao Special Administrative Region” in 2005, published by The Social Welfare Bureau of Macao SAR Government, is the establishment of the “Youth and Family Integrated Service Centre” based on the existing youth services. While providing developmental activities and counselling services, the centre also plays a role of family support in the community in order that the adolescents can receive sufficient and proper family support, as well as healthy development during their growth.
With the continuous development in the new city of Taipa in recent years, new public and private buildings have been completed one after another, therefore the demand for youth and family services is strong. After the public tender, the Sheng Kung Hui Macao Social Services Coordination Office hosted the first “Youth and Family Integrated Service Centre” in Taipa with honour.
Adhering to our service tenet of “Individual Care, Professional Services, Peer Growth and Creativity Update”, we provide one-stop and diversified social services for the residents in Taipa to meet their needs. Through different methods, we strengthen their personal and family functions, build social consensus and strength, strengthen the support networks and develop social capital. We also encourage residents to participate in the community and foster a sense of belonging ness so as to build a healthy, positive and caring community for the youth and their family members in the Taipa district jointly.
The centre provides services to children and adolescents in the Taipa district, and their families and community members. The service targets include students from the schools and workers in Taipa district and:
1. Children (under 12 years), adolescents (13-17 years old, including at school, employed and unemployed), youth (18-29 years old) as well as their family members;
2. Prospective married couples, married couples, prospective parents and parents, providing help to perform the different tasks of each family development stage in order to improve the family functions;
3. Community members in Taipa
